There’s an Irish sounding name in the left hand corner (looks kind of like Fr. Galway, SJ), and it’s written in 3/4 time. Perhaps that might give you a lead.
In "The Handbook for American Catholic Hymnals," compiled by J. Vincent Higginson (also known as Cyr De Brant), he references Baumker III, no. 69, which says it first appeared in the Landshuter Gesangcuch, 1779 (see attachment). Higginson lists two other texts, and I have found another in the "Christ the King Hymnal."
