I came across it as a handwritten piece in a file of c.1960-70s choir music. It had the words 'Gloria in excelsis Deo' above it. It was used, I am told, by the choir then as the refrain of a responsorial Gloria, and it works well as that. I am pretty sure it's not an original composition by the person who wrote it out, but cannibalised from somewhere else. But from where? (I too have thought 'Austrian' and 'English hymn descant' . . .)
