Does anyone know of a website that has the VULGATE in Latin and English?

This one:

has somewhat "modernized" the translation, and does not use the traditional numbering of the Psalms.

The default page is the Douay-Rheims Bible which has a link "Latin Vulgate Bible" in the upper left corner that takes to the Latin version. This page has a link "Douay-Rheims Bible" that takes you back to the English. Thus you can toggle back and forth between the two.
