I was recently told that a bishop is not needed to have an Extraordinary Form Pontifical High Mass, and that a priest can fill in as the bishop. Is this true? Is there a church document, or something with some sort of authority that says this. I've searched online and can't find anything. Hopefully someone knows for sure.
If they are (mitred) abbots, they can. (Apparently the distinction between mitred and non-mitred abbots no longer exists. Another search terms that might help you: institute of pontifical right.)
