For ease of reference, (and becuase I couldn't find it anywhere online) here is a list of all the Solemnities and Feasts of the Lord that do not occur on Sundays, as well as all the Vigil Masses according to the NO. Hope this helps!

"Only a Solemnity or a Feast of the Lord can outrank a Sunday in Ordinary Time. (According to the normal rules, nothing can outrank a Sunday of the other liturgical seasons.)"

Not correct. Solemnities of Our Lady can outrank Sundays of Ordinary Time (the Solemnity of the Assumption of the BVM does); Sundays of Ordinary Time function in precedential terms as Feasts of the Lord. And the Solemnity of Mary Mother of God can fall on a Sunday in Christmastide.
