    I've purchased both of Richard's Choral Communio editions, as well as Noel's Anthology, Kevin Allen's, Peter Kwasniewski et al. Only FrogPress (I believe) would bill the church. Amazon and LuLu are personal credit card deals only, with reimbursement from church your only option. In my experience.

We do require prepayment, but can send an invoice before shipping so that your parish could send payment with a check. Just don't have the manpower to follow up with accounts receivables, so prepayment for all bulk orders is our standard practice.
