    Musescore, lilypond, nearly any music notation program that's more than very basic.

    I'd bet that was actually done in Sibelius. Looks like their font.

    That's a Finale file. That's the "Maestro" music font. (Definitely not the Sibelius clefs.)

    Those are Boellman clefs, obviously.

    Lilypond can do that, is free, and once you have learned the basics (which admittedly takes some patient work) you can use for almost anything musical you want to have.
