The public events of the 60's were a very strong force that affected society and the Catholic church and were the cause of the dropping of so many restrictions that protected music, as described in church documents, and created what we have today.
The control over music was taken from the Church and given to the people. Publishers have always determined what the reality of music in the church was over centuries and centuries. And the church, too, has participated by publishing and copyrighting music that a church needs to be in agreement with the church documents on music.
By making people pay to get the music that is needed, it permits people who handle the purse at the church to control music in the church.
