On new Gregorian chants and new Polyphonic Mass settings

I was thinking about this for some time. In both the TLM and the NO what are the rules concerning new composition of music. I know that even in the NO all music is supposed to be authorized for use by the local Ordinary but many places do not follow this.
If I, or anyone for that matter, wanted to compose a new chant setting for the Mass or a new setting for the Ordinary; would it be allowed to be used or would an Ordinary's permission be necessary? -

Canonically speaking, I think there is some kind of oversight exercised by the bishop.
