I have not found any Vatican website archived official document (e.g., Speeches).
I am just now beginning to browse online newspaper archives to see how the rolling started. Gotta get a handle on it before the Council-start anniversary excitement begins.
It is interesting to read the various sources as they appear, and look through the news of the day to see the reporting.
The grand outline for the Council was introduced in a document entitled Veterum Sapientia. It seems it came out Jan 25, 1960. However that is a year later than what you have put forward. I will have to go back and read about this in the book. Online content seems to mention this as a document to confirm Latin as primary, so I am a bit perplexed.
