I think that 'liaising' is meant to be 'liaisoning', which, I think, would be an inept neo-logism meaning something on the order of co-ordinating.

For the most part, with a slight adjustment of focus here and there, this sounds like what ought to be the job description for any Catholic cathedral's Master of the Music.
