I remember coming across this article back when I got into this business and found it a great resource for a newbie like myself. It can still be found at the link below, but in a strange format (clocking in at 48 pages!). A little cut-and-pasting and reformatting got it into 12 pages and I put it into the attached PDF.

Does anyone know if Boston College managed to enact these proposals? If one had a music theory background, where might they study for a doctorate where they could explore these issues?
